Yep. That's a hat on a vacuum cleaner.
I loves me some truth in advertising.
In France, that would be a chapeau aspirateur. Or maybe chapeau du aspirateur. Or an aspirateur du chapeau?
In Germany, it would be a Staubsauger Hut. But, Staubsaugerhuttenschlangervooven would sound better--even if incorrect.
To sum up: It's a hat on a vacuum cleaner.
